European Cycling Declaration

On April 3, 2024, the European Bicycle Declaration was signed at the informal meeting of the EU Council of Transport Ministers, marking a historic milestone for the bicycle.

This declaration recognizes the bicycle as an accessible and inclusive means of transport that is economical, healthy and has a strong added value for the European Union’s economy.

The declaration lists commitments to boost cycling in order to guide future actions in Europe, including:

  • safe and coherent cycling networks with greater interoperability with other mobility and transport systems and services;
  • implementation of charging points for electric bicycles;
  • cycle routes linking cities and rural areas, for better quality, quantity, continuity and attractiveness of infrastructure in all Member States.
