Vision

To make Portugal a country where walking is an attractive and safe daily mobility option, contributing to an active, healthy, happy and sustainable life.

Mission

To provide the country with both direct and indirect conditions that make walking possible at all times in a safe and universally accessible space. To prioritize walking as the preferred mode of daily transportation, linking it mainly with cycling and public transport, contributing to improve citizens quality of life.

Goals

To change mobility patterns

  • 2021: baseline for pedestrian commuting is 16%;
  • 2026: increase the modal share of pedestrian commuting to 25%;
  • 2030: further increase the modal share of pedestrian commuting to 35%.

Transforming pedestrian spaces for universal accessibility

  • 2023-2024: define a methodology for assessing universal accessibility conditions in the country’s urban centers, accounting for the percentage of public space usable by everyone;
  • 2026: achieve a 30% increase in accessible pedestrian space;
  • 2030: aim for a 50% increase in accessible pedestrian areas.

Promoting active and healthy lifestyles — Reducing sedentary behavior

  • 2020: 46,4% – percentage of citizens reported spending more than 7 hours per day sitting;
  • 2026: target a 10% reduction;
  • 2030: strive for 15% redution.
